· July 26 was set as a tentative meeting date for the month of July 2012.
· Minutes -- A motion was made by J. Hammerness and seconded by B. Collins to approve the Minutes of the Meeting of 5/10/2012. The WPC voted 4-0 to approve the Minutes.
· The WPC adopted a new Condition #10 in the WPC standard Order of Conditions, which pertains to tree protection.
· In response to resident complaints, DPW is maintaining the curbs but replacing a 3’x 6’ section of bituminous concrete spillway with geotextile material at the recently repaired drainage swale on Brookside Road.
· The Wellesley Country Club will add gravel to the puddling area where an access road meets Brookside Road.
· The WPC will issue a letter to the Wellesley Country Club asking for their presence at the September, 2012 meeting or sooner to state their plans for finishing the work under the open Order.
· A motion was made by B. Collins and seconded by J. Hammerness to issue the Order of Conditions for the upgrade of the sewer ejector station on Pickerel Road, MassDEP #324-689. The WPC voted 4-0 to issue the Order.
· A motion was made by J. Hammerness and seconded by B. Collins to recommend to the NRC that Derek Redgate be appointed as a full member of the Wetlands Protection Committee as of July 1, 2012. The WPC voted 4-0 to issue the letter of recommendation.

D. Howe reminded the Committee of the work to manage invasive species in the Riverfront Area and other Resource Areas that was previously approved under the Negative Determination. She then requested approval to also remove five dead ash trees on the property under the Determination, stating that they are hazardous. The WPC examined pictures of the trees. A motion was made by B. Collins and seconded by J. S. Waugh to approve the removal of the dead ash trees under the Negative Determination. The WPC voted 4-0 to approve the removal.

D. Simonelli gave an overview of the project to demolish the existing single family house and construct a new one in the Riverfront Area. The project will increase impervious surface by 313 sq. ft. (26 cubic feet) which will be mitigated with two Cultec dry well chambers with a capacity of 28.85 cubic feet each. The new house will be placed further back on the lot, away from Sunnyside Brook. The work will only be in the outer 100’ of the Riverfront Area and the proposed house will be in an area that has been maintained as lawn and driveway. The lot is on the west side of Colby Road, across the paved street from Sunnyside Brook. Trees on the lot are protected under the Tree Protection Bylaw. One small corner of the lot contains a portion of the paved street. A draft Order of
Conditions will be circulated.

D. Torres visited the site on 5/30/12.
B. Nelson gave an overview of the proposed project. There is no road frontage to this lot so access is via an easement. This lot is bisected by the Needham/Wellesley town line in an approximate west to east direction. The proposal is to demolish the existing house which is entirely in the Town of Wellesley and the driveway (the majority is in Needham) and to construct a new single family house, deck and driveway. The proposal considers the work to be in the Riverfront Area but the WPC views Hurd Brook as intermittent which means that this work is in the Buffer Zone. The house is proposed in Wellesley where it is the farthest away from Hurd Brook. A copy of the filing in Needham was submitted and the WPC requested a copy of the Needham permit when it
is issued. Abutter T. Ewing asked questions about the project. The WPC determined that the proposed plan as presented in its entirety is acceptable as long as the Committee is notified of any changes in the proposed work in Needham or of any other proposed changes. P. Bindignavale requested a letter to give to ZBA and the Town of Needham stating that the WPC accepts the plan as proposed. A draft Order will be circulated and the letter will be issued.

A. Allen presented an overview of the proposed project to demolish a 187 sq. ft. room and construct a 504 sq. ft. addition which will consist of a two-car garage, family room and master bedroom suite within existing lawn or impervious surface area within the Buffer Zone and Riverfront Area. Full sub-surface infiltration of stormwater for all new impervious area is proposed. The proposed project will result in a net altered area increase of approximately 9% in the Riverfront Area, which is under the 10% that is allowed. Two trees are proposed to be removed. A draft Order will be circulated.

D. Torres summarized the filings for this address. The Order of Conditions, MassDEP #324-476 was for demolition and construction of a house and other work that was not completed in the Buffer Zone. A Partial Certificate of Compliance was issued for MassDEP #324-476 on 8/25/08 for demolition of the existing house, construction of a new house and rough grading. The uncompleted work was incorporated into a new Order of Conditions, MassDEP #324-595 which was issued 8/28/08. An Amended Order of Conditions, MassDEP #324-595 for additional work was issued 6/2/09. This Request for Certificate of Compliance is for all work that was
completed under MassDEP #324-595 except a wood chip path and play area that were not installed. The WPC requested a modified letter from a professional stating that work was done substantially in compliance with the Order, explaining all deviations and any effects they have on resource areas. The matter was continued.
